Level 03 — Employer

Most organisations are not designed to receive the full value of the people they hire.

CORE Employer develops the organisational capability to hire for what people can actually produce, to design environments structurally capable of developing that value, and to build the conditions where professionals can operate at full expression — not as a cultural ambition, but as a structural outcome.

What This Covers

Four practical things Employer certifies you to do.

Employer is the organisational route within the CORE pathway. It is not a management training programme or a leadership development course. It is a structured certification in the discipline of capabilities-led organisation — covering how to hire, how to assess, how to design environments and how to build culture around the full professional value of your people.

01
Hire for capabilities rather than credentials
Most hiring processes select for skills, qualifications and previous job titles — what a person has done, not what they can produce. Employer develops the capability to assess candidates against a capabilities profile rather than a skills checklist. You learn what an organisation is actually acquiring when it makes a hire, and how to structure a process that identifies it accurately rather than filtering it out.
02
Assess the capabilities profiles of the people you already have
Most organisations have a significant gap between the capabilities their people carry and the capabilities their structures can see. Employer provides the framework for conducting an accurate internal assessment — identifying where your people are operating below their capabilities ceiling, where the environment is limiting them, and where the return on your existing talent base is structurally constrained.
03
Design an environment with the structural capacity to develop people
An environment either has the capacity to receive and develop capabilities or it does not. That capacity is determined by structural factors — how authority is distributed, how work is organised, how performance is assessed and how people are compensated. Employer develops the capability to diagnose your current environment's capacity and to identify the specific structural changes required to increase it.
04
Build a culture oriented around value contribution rather than role compliance
A role-compliance culture measures people against job descriptions. A value-contribution culture expects and equips people to bring and develop their full capabilities within the organisation's context. Employer develops the understanding of what produces each type of culture, what sustains them, and what a leader with positional authority can practically do to shift the orientation of the environment they are responsible for.
Who This Is For

Leaders and professionals responsible for the environments others operate within.

Employer has no prerequisites and is available independently of the individual pathway. It is designed for anyone with direct or indirect responsibility for how an organisation hires, develops and retains people — including business owners, senior leaders, HR professionals, team leads and managers. It is equally relevant to professionals considering leadership roles who want a structured understanding of what building a capable environment actually requires.

It is available alongside the individual pathway. Professionals who hold both Foundation or Leader and Employer certification have a complete picture — internal clarity about their own capabilities, environmental diagnostic capability, and the organisational framework to build contexts where those capabilities can be fully applied.

The Assessment

Two stages. No prerequisites.

Employer certification follows the same two-stage structure as the individual pathway — a knowledge exam and a practical organisational assessment. Two formats are available: self-study at your own pace, or live webinar with structured online sessions and a facilitator. Both routes cover the same content and award the same certification.

Stage 1 — Knowledge Assessment
A 40-question multiple-choice exam covering the organisational application of the CORE framework — capabilities-led hiring, the Environment Framework applied to organisations, effective maximum capacity at the organisational level, value-contribution culture and the structural conditions that produce it. Pass mark 70%, three attempts permitted, completed online.
Stage 2 — Practical Assessment
A written organisational assessment demonstrating applied understanding. You are asked to assess an organisation — your own or one you are familiar with — against the CORE Environment Framework, identify structural capacity constraints, and produce a capabilities-oriented proposal for a specific organisational challenge: a hire, a team design, a retention issue or a culture shift.
What Comes Next

Employer stands alone or completes the full picture alongside the individual pathway.

Employer certification gives you the organisational side of the CORE framework. For professionals who also want the individual diagnostic — understanding their own capabilities and environments alongside the organisational dimension — Foundation and Leader are available independently and have no dependency on Employer.

Individual pathway
CORE Foundation — Level 01
The starting point for the individual pathway. Develops the framework for identifying, organising and proposing the full range of your professional capabilities. Available independently, no prerequisites.
